ANNUAL BUSINESS MEETING

HOLIDAY INN CONVENTION CENTER

KEARNEY, NEBRASKA

OCTOBER 13, 2008

MEMBERS PRESENT: 44

 

President Bottorff called the meeting to order at 1430 hours.

 

MINUTES: Minutes from the October 30, 2007 Annual Business Meeting were presented. Jim Agler, North Platte PD made a motion to approve the minutes. Ike Brown, McCook PD provided a second. Motion was approved by voice vote.

 

TREASURER'S REPORT: Treasurer's report was presented. Rick Carmichael, Fairbury made a motion to accept the report. Jeff Elliott, Fremont PD provided a second. Motion was approved by voice vote.

 

OLD BUSINESS: Nothing was presented.

NEW BUSINESS:

Motion by Jim Agler, North Platte PD, to close the nominations. Second provided by Jim Peschong, LPD. Motion approved by voice vote.

Jeff Elliott was elected.

2. Board Members: Two three year terms.

•  Mike Hawthorne, Central City PD.

•  Ike Brown, McCook PD.

•  Steve Heide, South Sioux City PD.

Jim Agler, North Platte PD made a motion to close

the nominations. Jim Peschong, LPD, provided a second. Motion was approved by voice vote.

Ike Brown and Steve Heide were elected.

3. Secretary/Treasurer:

Nominations:

•  Bill Larsen, LPD(Retired).

Jim Agler, North Platte PD made a motion to close nominations. Jim Peschong, LPD provided a second. Motion was approved by voice vote.

Bill Larsen was elected. 4. Bruce Felty made a motion to move the First Vice-President to the President and the Second Vice-President to the First Vice-President. Jim Agler, North Platte PD, provided a second. Motion was approved by voice vote.

 

2. Fundraising: Jim Peschong reported that POAN has a fundraising program being conducted by Daycomm, Inc. There have been a few complaints received, which have been resolved. Jim asks that should anyone receive a complaint from someone they obtain the phone number which was called, time and date of the call and the name of the owner of the phone. This information should then be forwarded to one of the Board Members.

3. Membership: President Bottorff and Jim Peschong. A new membership drive initiated by President Bottorff has resulted in 90 new memberships. Letters were sent to Chiefs of Police and Sheriff's and new members were given one year of free membership.

4. POAN Handbooks: new books are printed. They are also available on a CD and have been posted on POAN's website.

5. Retirement Update: Don Dreyer, Jim Peschong and Kim Christensen. Discission occurred regarding retirement issues and status of getting a new bill introduced in the upcoming legislative session. Various issues exist, including differences between a defined benefit plan versus a defined contribution plan and the costs involved in each. Updates will be posted on the website.

6. Legislative Update: Jim Peschong reports that POAN, NSA, FOP, Attorney General's Office and the County Attorney's Association have been meeting to identify issues they could all agree upon to pursue for legislation.

7. NLEM: Bill Larsen. The Nebraska Law Enforcement Memorial is under construction in Grand Island, NE. It is located on the road which accesses Fonner Park and the Heartland Event Center from South Locust Street. Photographs are available on POAN's website. A dedication ceremony has been scheduled for May 11, 2009 at 1000 hours.

•  J.D. Sutphen, Hemmingford, Nebraska.

 

President Bottorff inquired for any other business or anything for the good of the order. Nothing was presented.

Rick Carmichael, Fairbury made a motion to adjourn. Andrea Towler, Hastings PD provided a second. Motion was approved by voice vote.

Meeting was adjourned at 1535.
