BOARD OF DIRECTORS MEETING

HOLIDAY INN CONVENTION CENTER

KEARNEY , NEBRASKA

OCTOBER 6, 2004

Members present: Andrea Towler, Mike Swain, Rick Carmichael, Jim Peschong, Bruce Felty, Ron Fisher, Kim Christensen, Andy Backman, Ed Burmood and Bill Larsen.

Members absent: Kurt Bottorff.

Invited guests: Dennis Shreve, Mark Overman and Dwight Livingston.

President Towler called the meeting to order at 1030 hours.

Minutes: Non available from meeting on October 3, 2004 .

Treasurer's Report: Nothing changed from meeting on October 3, 2004 .

Dennis Shreve, National Highway Traffic Safety Association (NHTSA). Mr. Shreve indicated he is the Nebraska Law Enforcement Liaison for this organization. He presented information regarding seat belt usage and traffic enforcement issues.

Mark Overman, representing FOP. Mr. Overman presented information on retirement issues for law enforcement in Nebraska . He reported about a hearing at the State Capitol on November 17, 2004 with Senator Phil Erdman on last year's LB391, which was a retirement bill for Nebraska law enforcement. Mr. Overman was requesting input from the membership of POAN and also the support of POAN and NSA. He also mentioned the possibility of enlisting the services of a lobbyist.

 

OLD BUSINESS:

•  Rick Carmichael made a motion to pay the bills for the Annual Conference. Mike Swain provided a second. Motion was approved by voice vote.

•  Death Benefits: Bruce Felty made a motion to leave the same as the past year. Mike Swain provided a second. Motion was approved by voice vote. Discussion involved in evaluation the current membership in preparation to reevaluate death benefits for next year.

•  Dues. Discussion resulted in leaving the dues at $10.00, but with a suggestion to reevaluate for next year.

•  Administrative Assistant. Discussion resulted in leaving the salary the same as for 2003-2004.

•  Scholarship winners. Jim Peschong will send out letters to the winners and their respective agency heads informing them of their selection.

•  Committees. President Towler presented a list of committee assignments for the upcoming year.

 

OLD BUSINESS:

•  Essay Contest. President Towler will continue to handle.

•  POAN brochure. Discussion about updating a brochure for POAN, making it more generic that the last one developed to make it continually usable.

•  2005 Annual POAN/NSA Conference is scheduled for October 9-12, 2005 at the Holiday Inn Midtown, Grand Island , Nebraska . Room rates have been set at $59.95 per night.

•  President Towler indicated she would plan on scheduling the next Board meeting for January 27, 2005 at the NLETC in Grand Island .

President Towler asked for any other new business, or anything else for the good of the order. Nothing was presented.

Jim Peschong made a motion to adjourn. Ron Fisher provided a second. Motion was approved by voice vote. Meeting was adjourned at 1135 hours.
